''Herdsmen deserve more from the Federal government'' Minister of Agriculture, Audu Ogbeh, says

The Minister of Agriculture, Audu Ogbeh, has said that the lingering crisis between herdsmen and farmers in many parts of the country is because of the long term neglect of cattle rearers by the Federal government. According to him, successive governments in the last 50 years have focused their attention on other sectors in Agriculture like Rice, cassava farming, and others and have continuously neglected herdsmen and their needs.
"Over the years, we have not done much to look seriously into the issue of livestock development in the country. I am sad to tell you that in the last 50 years until recently, we may have done enough for the rice farmer, the cassava farmer, the maize farmer, the cocoa farmer, but we have not done much for herdsman and that inability and omission on our part is resulting in the crises we are witnessing today. In Europe, every cow that is farmed gets a subsidy of 6 Euros per day, we have done next to nothing for the cattle rearers and as a result, their operations have become threats to other farmers" he said
Ogbeh said plans are on the way for cattle rearers to stop roaming the streets and that pastures will soon be made available.
"At least, five thousand hectres of land would be made available, adequate water, adequate pasture would be made available. We also want to stop cattle rearers from roaming about. The cattle will be provided with water and adequate security by the Agro Rangers," the minister added.

"It’s Not Yet Ripe To Say If I Will Support Buhari For Second Term" - Obasanjo

A former Nigerian president and chairman of the panel of advisors of the Africa Initiative for Governance (AIG), Chief Olusegun Obasanjo, has said that it is not yet ripe to determine if he will support President Muhammadu Buhari’s bid for a second term in office or not.

Having ditched the Peoples Democratic Party (PDP), which brought him to power for eight years, Obasanjo in 2014 threw his weight behind Buhari and invariably the All Progressives Congress (APC) as against the PDP administration led by former President Goodluck Jonathan.

However, Obasanjo, whose response was brief when confronted with the question by THISDAY after delivering a speech titled, “Leadership in the African Context – How to Drive Transformational Change in African Countries,” at the Blavatnik School of Government, University of Oxford, Monday, retorted that the time was not ripe to answer such a question.

Having given his terse response, Obasanjo was hurriedly ushered into his car and driven off for a dinner event at the university college.

The event, which was organised by AIG to announce the 2017/18 scholarship recipients, attracted hundreds of people from the university community and beyond.

His speech, nonetheless, drew a lot of questions bordering on why the African continent is governed by bad, corrupt and inexperienced leaders.

Obasanjo, who was well equipped and prepared to make the event an interactive one, responded to all the questions thrown at him by the audience.

On fighting corruption in Nigeria, he said it was a hydra-headed monster, which was deeply entrenched in the system, adding that fighting corruption was not a one-day affair but something that must be fought continuously.

“The man (leader) on top must be above board and be seen to fight corruption. Those around him must also be upright and various institutions such as the police, judiciary, the executive and other bodies must make it an all-inclusive affair because it is an endless process,” Obasanjo said.

He then went on to blame the late President Umaru Musa Yar’Adua whom he said had dismantled some of the structures he had put in place to check and curtail corruption, such as the pioneer chairman of the Economic and Financial Crime Commission (EFCC).

He noted that Yar’Adua had allowed former Delta State governor, Mr. James Ibori, to push for the replacement of the former EFCC chairman, Mr. Nuhu Ribadu, whom Obasanjo claimed was poisoned but eventually survived it.

On achieving good governance in Africa and particularly Nigeria, Obasanjo urged Nigerian youths to participate in politics.

He, however, expressed regret that the amount of money required in politics was obscene, noting that something must be done about it.

“Politics in Nigeria has been dominated by people that have stolen money, that have godfathers or even drug barons, the type we have now at the National Assembly. So youths should pool resources to become politically active in order to replace the present crop of leaders and provide better alternatives,” he added.

Obasanjo told the audience that he was satisfied with what AIG was doing by collaborating with the Blavatnik School of Government to ensure that young minds are produced in West Africa to take up the mantle of leadership in the near future.

He remarked that Africa’s time to develop was now, but maintained that African leaders needed to implement transformational change agendas if things must happen.

“There must be far reaching reforms to ensure we remove the old order and introduce the new order because Africa is viewed by the Western world as a liability.

“For the eight years I was in power, I tried to reach out to other world leaders using my shuttle diplomacy which attracted positive actions. I campaigned for debt relief which we got and Africa was no longer treated with disdain,” he recalled.

He said transformational leadership abhors complacency by thinking outside the box, thinking strategically, and refuses to take no for an answer.

The former president added that policy development and honesty would push the reforms that the African continent was yearning for, adding that leaders needed to wake up for the paradigm shift.

The inaugural recipients of the AIG scholarships for 2017/18 are Emokiniovo Akpughe (Nigeria), Efosa Trevor Edobor (Nigeria), Abdul-Fatawu Z. Hakeem (Ghana), Chukwunonso Iheoma (Nigeria), Oluwapelumi Simpson (Nigeria) and Emmanuel Taiwo (Nigeria).

Before his speech, Obasanjo arrived at the university college at 14.07GMT and went straight into a meeting to discuss the partnership between the Blavatnik School of Government and AIG.

Others at the meeting included the Dean of the Blavatnik School of Government, Prof. Ngaire Woods; Director of Development, Dr. Kirstine Knox; Head of Executive Office, Hillary Coyne-Bar; and the Head of Partnerships and Fellowship Office, Gail Allan.

Members of the AIG advisory panel present at the meeting included Obasanjo, Chairman of the THISDAY Editorial Board, Mr. Segun Adeniyi, and Mrs Yemisi Ayeni, while the AIG board members present were former President of Council of the Nigerian Stock Exchange (NSE), Mr. Aigboje Aig-Imoukhuede, Mrs. Ofovwe Aig-Imoukhuede, and the Group Managing Director/CEO of Access Bank Plc, Mr. Herbert Wigwe.

India's gay prince opens his palace grounds to LGBTQ people

India
Openly gay Indian Prince Manvendra Singh Gohil is opening his home to LGBTQ people, and is adding to his 15-acre property to accommodate more in need.

The Prince is the only member of the Indian royal family to come out as gay. He came out in 2006 and was disowned by his parents because of that. The Prince, who was married at the time to a Princess, divorced his wife and launched a charity to help LGBT people.

India

Defying his parents, who disowned him over a decade ago, Singh has now opened his 15-acre palace grounds to LGBT people and their allies in a country where sexual activity between people of the same gender is illegal. His action has earned him praise from social media users with many thanking him for being so amazing.

India

The centre will be run in conjunction with the Lakshya Trust, the charity for LGBT people Prince Manvendra founded shortly after he came out in 2006.

Asides opening the palace to LGBTQ people, Prince Manvendra, 52, is also building more structures on the palace grounds to accommodate more potential guests. For a decade after he came out, he has devoted his life to helping LGBT people who are less privileged than he is.

India

"If I could undergo these problems then any other gay person could face a similar situation," he told IBTimes.

"In India we have a family system and we are mentally conditioned to be with our parents. The moment you try to come out you are told you'll be thrown out and society will boycott you. You become a social outcast. A lot of people are financially dependent on their parents.

"I want to give people social and financial empowerment, so eventually people who want to come out won't be affected. They will have their own social security system. It won't make a difference if they are disinherited."

India

The Prince spoke of what it was like growing up in a conservative royal household as the heir apparent to the throne of Rajpipla in Gujarat state and confused about his sexuality.

"Around the age of 12 or 13, when I was undergoing sexual maturity, I thought I'm attracted to the same sex and not opposite," he recalled.

"I knew there was something different about me, but I didn't know why I was feeling different to others. There was a conflict in myself that was different but at the time I didn't realise I was gay."

He resolved to squash down his feelings about his sexuality and he chose to marry Chandrika Kumari, princess of Jhabua state in Madhya Pradesh. They divorced after a year in 1992. Hoping to find a "cure" for his sexuality, Prince Manvendra claimed his parents approached medical practitioners to find a "fix".

The Prince laments the lack of understanding about India's history of homosexual and gender non-binary people. He pointed out that in Indian scripture, hijra, kinner, or third gender people, were regarded as demi-gods and played an important advisory role in royal palaces in centuries past, while the Quran also acknowledges that God created ambiguities in gender. Current attitudes towards homosexuality and gender non-conforming and non-binary people are a hangover from British Imperial rule.

"If you read our history and culture homosexuality has been in the Kama Sutra, and we have temples which have openly depict homoerotic statues and sculptures," he added.

Benue massacre: Doyin Okupe provides shocking revelations

$

A former aide to the immediate past President Goodluck Jonathan, has spoken concerning the incessant attacks and killing of Nigerians by Fulani herdsmen.

Posting sterling revelations by Professor Charles Adisa of the Chinua Achebe Center for Leadership and Development, about the continued killing, kidnapping and maiming of their host communities by the herders, Okupe lamented that over 1000 people had been murdered across the country.

He blamed the Federal Government for its lukewarm attitude in handling the situation and protecting lives of innocent Nigerians.

The article reads, “For a long time, the Nigerian state has been under siege by Fulani herdsmen terrorists operating under a predictable pattern of reconnaissance, attack and withdrawal, leading to many deaths and social dislocations. Since January 2016, there has been documented deaths of approximately 1000 Nigerians from across the middle belt, the South-south, and Southeastern parts of the country from these coordinated Fulani herdsmen attacks. The Fulani herdsmen are credited with destabilizing the city of Jos, a once tourist destination.

“The failure to protect the citizens is the liability of the Federal Government of Nigeria and its armed forces. Most Nigerians and international bodies do not understand the Fulani herdsmen problem and we at CACLD did not initially. We therefore dispatched a fact finding team to the Southeastern part of the country to unravel the intricacies and complexities of the Fulani terrorist group; a group rated as the fourth most dangerous by respected international conflict organizations (According to the Global Terrorism Index 2015 report).

“Our fact finding team visited interviewed neighbors from the local communities living within and around the Hausa communities. Both the Northerners and the local community were very open and volunteered valuable information to our team. There seems to be a willingness and eagerness for the violence to end. Below are our findings:

“The Fulani Herdsmen terrorists do not own cattle: This is another revelation that may come as a surprise to many. Fulani herdsmen killers’ major job description is just to kill. They do not own any cattle. Most of them are employed by the cattle owners as “security men” whose job is strictly to protect the cattle. They do not however follow the cattle around, but move in separate vehicles along a defined route within the states where cattle are being reared.

“The cattle are owned by more prominent Fulani leaders in the country. Most Nigerian Fulanis are no longer migratory herdsmen, but are either Emirs, Sultans, heads of parastatals, oil barons, Imams, Governors, Federal Reps, and Senators. However, they still maintain their cultural ownership of cattle.

“These wealthy Nigerians increase their wealth astronomically through cattle rearing by using their not-well-off brothers from outside Nigeria to rear these cattle. Instead of investing in ranches and buying of grasses from the South, they chose the cheaper alternative of having their kinsmen, imported from outside the country, take these cattle from the north to south seasonally; using the entire Nigerian space as their ‘grass kingdom’. These cattle, in turn, destroy farms in their path, rendering farmers economically bankrupt to further enrich the wealthy Fulani “remote herders.

“For clarity sake, let us present the breakdown of Fulani people in Nigeria as we deduced from our investigation.

“There are about 5 million Fulani people in Nigeria making them one of the smallest ethnic groups in the country.

“Out of the 5 million Fulani people, only about 3 million of them are Nigerians. The remaining 2 million come from outside the country and are first generation immigrants.

“About 60 percent of the Fulanis in Nigeria are governors, Imams, Emirs, Sultan, House of Rep members, Importers, Exporters, Ministers, Oil well owners, lecturers, Vice Chancellors, Ministers, and Senators etc. In a nutshell, the Fulani control all sectors of the northern economy. These rich Fulani’s own all the cattle being reared in Nigeria.

“The remaining 40 percent of Fulanis come from outside the country. These are the poor and peasant Fulanis. These immigrant Fulani’s are mostly in charge of the cattle owned by the Bourgeois Fulani. Because the Fulanis have the highest income per capita in the Nigerian state (Fulani’s who are Nigerians), they constantly need to import their poor brothers and sisters from outside the country to increase their population and to help with menial jobs. The Fulanis always either marry into rich families or they would marry only Fulani to maintain their pure race.

“Lastly, there is a group of Fulani herdsmen who rear the cattle from the north to the south. These are at the bottom of the Fulani Herdsmen ladder. Some of them do not even know how to speak English and are so poor that they are paid just a little amount of money for their job. These herdsmen do not carry guns. They only carry arrows and machetes to help them navigate the bushes on their way down to the South.

“We learned from the surrounding communities and from some of the Hausa elders about what constitutes a Fulani herdsmen attack. According to information we received, when there is a disagreement between host communities, or between herdsmen and farmers, the Fulani herdsmen who accompany the cattle will locate the nearest Fulani settlement. When they arrive, they will narrate their story.

“The Fulani (Nigerian middlemen) cattle managers will notify their top Fulani Herdsmen which in this case, include governors (like El Rufai) and other top Fulani Bourgeois who own the cattle. A decision will be made about whether there should be an attack or not on the said village or host community. If an attack is sanctioned, then modalities will be mapped out and a date will be chosen for the attack. Most times, Fulani herdsmen in the military and police are notified and everyone sends a representative. Neighboring settlements sends out representatives and arms cache are opened and arms are distributed to the participants. The major participants are the 20 to 40 Fulani herdsmen whose job is to kill.

“During an attack, every Fulani person in the area knows there will be an attack and all will contribute to make sure it goes on successfully. Fulanis in the higher levels of the military will ensure all commands under them stand down, and the top Fulani police officers will do the same. The road is then clear for the Fulani herdsmen to carry their attacks.

“Next time when we talk about a herdsmen attack, we must understand that the attack was not carried out by the herdsmen you see escorting cattle on the roads and bushes. These attacks are well coordinated and sometimes involves the approval of senators and influential men in Abuja. Even our president Mohammed Buhari has a herd of cattle and hence is a Fulani herdsman, corroborating the information we received from respondents on ground. Fulani herdsmen attacks involves all Fulani ethnic members in Nigeria. Most times, these attacks happen only because “respectable men” sanction them.”

Two Chinese-produced vaccines, a Bivalent Oral Poliomyelitis Vaccine (BOPV) and a Hepatitis “A” Vaccine (HAV), have received prequalification by the WHO.

The move indicates that the WHO has given the vaccines its stamp of approval for the safety and efficacy, and UN procuring agencies may now source them.

Mr Fabio Scano, an officer in the WHO Representative Office in China, said: “prequalification of BOPV is very good news for the Global Polio Eradication Initiative.

“Following the switch from trivalent OPV to BOPV in 2016, most countries are going to cure polio with the combination of inactivated polio vaccine and BOPV and China will be a sufficient supplier of this essential vaccine.”

The country now has four vaccines prequalified by the WHO.

“We are very pleased to see China’s innovation and production capacity bring lifesaving vaccines to the world through the WHO prequalification program,” said Scano.(Xinhua/NAN)

Gov. Nyesom Wike of Rivers has declared that Government will amend the State Anti-kidnapping Law to prescribe death sentence for those involved in cultism, robbery and kidnapping.

Wike made this known during a broadcast in Port Harcourt following the killing of Johnson Igwedibia, popularly known as Don Waney by the security forces on Saturday.

He said the three arms of government would work together to amend the state Anti Kidnapping Law to proscribe death penalty to violent crimes.

“Rivers government has invested heavily on the security of the state and will continue to do everything within our powers to guarantee the security and safety of lives and properties.

“As a fact, we will spare no cost in ensuring that nobody will have peace if the lives and properties of our people make no meaning to them.
“We reiterate our zero tolerance for all forms of criminality and reassure residents of our determination to be though with those who undermine peace and security in the state.
“To underscore our seriousness to fight violent crime, we shall be amending the Anti Kidnapping Law to proscribe the maximum death sentence for engaging in cultism, robbery and kidnapping,” he said.

Wike said the decision of the state government to offer amnesty to all repentant cultists, militants and criminals was done in good faith and in the best interest of the state.

He said the full weight of the law shall be discharged on anyone who failed to genuinely renounce all forms of criminality as stated in the terms of the amnesty deal.

The governor said the state government would pay N20 million each to any individual who volunteers useful information that would lead to arrest and prosecution of 32 wanted criminals in the state.

He thanked President Muhammadu Buhari for sending a delegation led by Minister of Interior, Gen. Abdulrahman Danbazzau, to Rivers to assess the security situation in the state and to commiserate with the government and people over the killings

Wike also commended the Nigerian Army and Department of State Security for bringing the alleged killer Don Waney and his gang to book.
